Notify the need of restarting the AtoM worker when the qtSwordPlugin is enabled/disabled through the GUI

Description

I'm not sure if we reflect this somewhere in the documentation but, the qtSwordPlugin is disabled by default in new installations. Enabling the plugin in the administration section of the site is not enough to enable DIP uploads to AtoM, because the AtoM worker needs to be restarted after enabling the plugin.

We should at least show an alert to the user when the plugin is enabled/disabled to let them know that something else is needed to fulfill that change.
