Description
Currently, DC XML exports (and OAI-PMH responses using DC XML) will always return the local identifier, even if reference code inheritance is being used in the user interface. For users contributing content to aggregators (such as portal sites, union catalogues, etc) this can be inconvenient and can make identifying the material more difficult.
This minor feature enhancement will add a new setting to the Identifiers section of the settings, that will control whether or not the full reference code or the identifier is used in the DC XML response. By default in new installations, the setting will default to using the identifier, preserving the current behavior for upgrading users.

Works well! Tested with the OAI module as well, and it works as expected.
