Add setting to enable or disable repository "upload limit" widget

The repository upload limit widget is displayed to authenticated users on the repository view page (see attached screenshot). However the widget may not be relevant for some AtoM installations where disk usage is not a concern. For a repository with a large digital collection the widget may significantly slow the repository page load time while the size on disk is calculated for the digital objects.
Add an administrator setting to globally enable or disable the repository "upload limit" widget. If the upload limit is disabled, disk usage will not be calculated and the repository view page will load faster for authenticated users.
