Certain special characters displays incorrectly in Web Page Title

Special characters such as double quotation marks, less than and greater than (" < >) displays fine in description title in the web page but displays as special character entities in the browser tab/title bar (" < >).

To Reproduce
1. Log in to AtoM with an account that can create an archival description
2. Create a new archival description with the following special characters: " < >
3. Click "Save" and look at the browser tab as shown in the picture attached

Resulting error
The title in the browser tab should be the same as that shown in the web page (Ex. "<Test>")

Expected result
The special characters are represented by its special character entities (Ex. "<Test>")
