Description

Should be either: 1) can add and edit or 2) can't add or edit. I think this
is a critical issue because MemoryBC users should be able to edit their own
repository data but we don't want to make them all administrators.

Can we make it so that the users can add and edit but NOT delete repository records?
Once a user deletes a repository record there can be hundreds of "orphan"
descriptions and there's really no way to re-attach them to a repository record in a
systematic way.

fixed in -r2455. Contributors and editors can once again edit repository records but
only administrators can delete them.
