Description
should be a 1px solid white bottom border in the Classic theme. Was the
style prior to CSS cleanup and currently displays like that in Firefox.

In both IE and Firefox whether or not the lines are visible depends on your screen
settings - i.e. if you zoom in a little the lines are visible, & if you zoom out a
little they're not.
