Translator group should include default view draft setting

Description

To reproduce this error: ========================
1)Create a user assigned only to the Translator group
2)Log in as the user and switch languages
3)Translate an information object
4)Click save

Resulting error: ================
Permission denied error appears and the user can no longer navigate to or view the record. The reason is that as soon as the record was edited (i.e. translated) the publication status automatically reset to draft, and translators do not inherit view draft permission.

Expected result: ================
Translator should be able to save translation and view record.

Qubit behaviour needs to be changed to allow Translator group default to VIEW draft information objects, but NOT allow EDIT draft information objects.

With application the way it is now, Translator group default must be coupled with another Group (ex. Contributor) to grant permission to view draft information objects.
