Control public visiblity of some archival description elements

As configurable option, show certain fields only to authenticated users (with rights on that institution's descriptions):
Examples that institutions may want to hide from public view are:
• Control area - description record identifier, revision date, archivist's notes, etc.
• Metadata about digital object

A new page could be added showing all RAD elements and allowing
administrators to select which fields would be shown to unauthenticated
(Note that it would not just be RAD elements, but all descriptive elements, e.g. the control area).

It's not a RAD field per se, and possibly unrelated to this issue, but it would be nice to have more control over Reference Codes and the display of <unitid> info. Ideally, we could display <unitid> info in the Reference Code field, but hide it in the page header and navigation tree. It would also be nice to inherit Reference Codes without displaying the country code and agency code. We've disabled the inheritance to hide that data, but found that we'd like to have the <eadid> display alongside <unitid>.

Fixed, last commit r11972. Thanks to Wu and Tim for their work!
Some hints for testing:
1) Under the Admin tab, there is a new section called "Visibility settings". Please make sure that every label is correct.
2) Test that when the fields are disabled, they can't be accessed by anonymous users.
The information hidden can be shown in different parts of the application. Make sure that data can't be accessed anywhere. Pages that needed updates were: ISAD view template, RAD view template, Digital object metadata component and the Physical object context menu shown in the view pages of the archival descriptions.
