To reproduce this error:
1) Disable Dublin Core
2) Go to an archival description
3) Click "Dublin Core 1.1 XML" under Export section
XML content with line:
<error code="404" message="Not Found"/>
The "Dublin Core 1.1 XML" link shouldn't be visible.
I've used DC as an example. Same bug is present for any other plugin.
Ideally consider also that:
a) if a plugin is disabled, its template shouldn't be available in admin » settings » Default template.
b) if a plugin template is used as Default template, its plugin should be considered as required and thus unable to be disabled.

- Priority set to Medium
- Target version set to Release 2.1.0
Alternatively, if a plugin is disabled, clicking on the related export should produce an error that says "this plugin is disabled".
