Scroll jumps on screen to an incorrect position when using local anchors (location hash)

To reproduce this error:
1)In Trillium theme.
2)Create archival description. Save. Select Duplicate Button.
New archival description edit template appears but jumps/adjusts and the title proper data entry element is hidden. User must scroll up to reveal title proper data entry element and input data.
no jump/adjust. screen opens at top of archival description edit template.

Tried to recreate this problem using Chrome and Firefox 9. It was reported by a user with Firefox 10.
I did notice that when you open a new archival description in the edit template the screen jumps, which obscures the heading of the description but not any data element fields.

The problem is that Trillium added a static header at the top (search bar, menu, etc...), this adds a vertical offset that it is not being considered by the browser when the window is scrolled with local links (window.location.hash). I've tried to fire an event when the page is loaded (using different events, window.load, document.ready, etc...) and fix the vertical scroll position manually, but it is executed too late so the result is not very good. So far I don't have a good solution, :(
