Translator cannot edit published descriptions - permission denied

Description

To reproduce this error: ========================
1)Create a new user, and assign them to the Translator group
2)Log in as the translator, and navigate to a published information object
3)Click edit, make a change, and click save

Resulting error: ================
Translator is booted to a "no permission to access that page" message. Returning to the edit page and clicking cancel will only return the user to the "no permission" page. The published information object will revert to draft status, and the translator will no longer be able to view it (see "/p/qubit-toolkit/issues/detail?id=1718":issue 1718 ).

Expected result: ================
Translation of content is made and saved.

Default permissions for translators should allow VIEW and EDIT of published descriptions.

Resulting error:
As a result of these actions, the original archival description is reset to draft status.

1) Log out as translator.
2) Log in as Admin.
3) View English/original archival description that translation was attempted upon. Instead of remaining published, the information object is now listed as "draft" status.
