To reproduce this error:
1) Create a new information object or click to edit an existing one
2)'''In RAD template:''' navigate to Control Area > Sources.

3) Place the cursor in the Sources field.
Resulting error:
No tooltip is provided.
Suggested result:
Provide a tooltip that clarifies the intended use of the field:
*In RAD: "Record citations for any external sources used in the archival description (such as the Scope and Content, Custodial History, or Notes fields)."
*In ISAD: "Record citations for any external sources used in the archival description (such as the Scope and Content, Archival History, or Notes fields)."

Found this issue without a target version or a dev owner. Assigning to 2.0 for now because I don't think it's a big fix, but we can always move it if time is tight.
