Description

To reproduce this error: ========================
1)Admin menu -> Users -> Add New
2)Create User and try to add them to a User Groups in the Access Control Area
3)Select User groups data entry drop-down

Resulting error: ================
No user groups prompted even when you type.

Expected result: ================
User groups appear: editor, contributor, translator etc. for selection

This error was reported by Archeion. Confirmed through testing.

At some point $("option:enabled", this) started working again so no workarounds needed anymore! r11763 gets the original code back.

I tested in Trillium and Chrome and the error persists.
