See screenshot. This line between "context menu" and "main window" does not size down.

Agreed - tested in Chrome 27 and in Firefox 21; no problems with CSS scaling were identified in relation to this issue. When the browser reaches a specified minimum width, the context menu is collapsed. It is possible that, with the specific example included on the issue ticket, that the CSS problems were a result of theme customizations in the specific AtoM instance. Marking invalid unless other issues become apparent.
