Description
To Re-create this issue
Create or upload several archival descriptions with long titles.
Using IE10, navigate to an archival description show screen.
Hover the mouse over over the information objects (archival descriptions) in the treeview
Resulting Error
Treeview hover title pop-ups on mouseover either do not appear at all, or appear only on a few information objects, regardless of title length.
Expected Result
Mouseover pop-ups appear consistently when title of fonds is too long to fit within the treeview - should follow behavior found when using FF18+

Same fix that we use in #561. The popout will always appear in IE10 too.
