Description
Allow an administrator to assign access rules to users or groups based on the PREMIS rights associated with a description.
e.g. Public users may not acccess the master version of a digital object when the disseminate right is set to "disallow".
e.g. Public users may not view a digital object when the access right is set to "disallow"
