Description

Translate PREMIS rights definitions into an easy to understand rights statement for public information.

e.g. Act: Publish, Restriction: Disallow, Basis: Copyright -> "Access restricted due to Copyright"

To allow for different languages, this would require a UI to allow an Administrator to define Access statements based on an ad-hoc set of PREMIS rules by culture.
