It's giving us some problems with mobile devices and small viewports.

Note: because this is in the dev branch, I could not test this issue on a mobile interface - tested with Firefox using the responsive design developers tools for various sizes, and in IE10 by resizing the browser to different widths and heights.
there are other issues related to mobile overall, but no regressions were apparent through this fix - header moved freely in both view and edit templates, as well as in the admin section of the application. no issues encountered.
