Idea:
  1. Ask users to run i18n:consolidate before they start the upgrade
  2. Copy the resulting XLIFF file in a specific location of 2.x
  3. Merge the translations using a Symfony task
    • Prompt the user when a conflict is found to choose preferred strings

This process should be able to look at new translations coming in the form of fixtures (database translations).
