Clicking "Add new" in Edit template under "Add new child levels" bumps user back to top of record

Description
To reproduce
Navigate to a description and click edit
Scroll down to the section where a user can "Add new child levels" (Title/identifier/level)
Click "Add new" to make a second field appear under "Add new child levels"
Resulting error
Browser view of edit template is bumped back up to the top of the screen. User must scroll back down to the appropriate area.
Expected result
A second set of fields appears before the first, and the screen position does not move.
