Implement Bootstrap-style sticky navigation menu on settings page

Description

Currently, a small navigation menu at the top of a long page, containing all setting areas, is presented to the user. Once a user scrolls down the page, context is lost, and the user must scroll up and down manually looking for the relevant section to change settings. Further, at this time the default state for the page is to load with all settings sections open, rather than collapsed as in previous versions (unless this changes before the launch of 2.0). Even if the page loads with all areas collapsed, it would be a nice navigational feature to include a sticky navigation menu on the left hand side (there is currently one there, but it does not move with the user), similar to the bootstrap one here: http://getbootstrap.com/javascript/#affix

This would enhance user orientation and navigation within the settings page.
