Description

To reproduce
Log in and click Add > Authority record
Click cancel

Resulting error
"Page not found" message (AtoM redirects to URL ~/actor/list)

Expected result
AtoM either loads Browse Authority records (~/actor/browse) or returns to homepage or last page visited.

For simplicity, I think going with the old default (browse authority records) is fine for now; we can reassess in the future on a different issue ticket if we wish to change this default behaviour

Radda, use 'action' => 'browse' instead please.
