Static pages are unavailable in 2.x - Add quicklinks to AtoM header bar

Bug: try to access the "About" page or the "Help" page without hacking the URL
Currently, the quicklinks menu does not appear anywhere in AtoM, and consequently, static pages (default and new user ones) are not accessible.
As a temporary solution for 2.0, recommendation is to add an icon to the header bar - suggestion is to use icon-info-sign () from the Font Awesome icon library. Users who do not want the option to appear can remove it from the header bar via Admin - menus; other static pages can be added as well.
In the future, alternatives to this implementation will be considered - horizontal text as in AtoM 1.2 for example (see for example: http://www.memorybc.ca/), as hiding the links in a dropdown may not be the most ideal option for all users. Ideally, users will be able to configure between these two options via Admin > Menus
Tooltip should be added to the dropdown that says "Quick links" on hover (as with other menu icons)

In the documentation for the menu, I will use the use case of removing the quicklinks menu from the header bar as an example, so if there are users who don't want this, we have documentation to point them towards that explains how they can hide it via the GUI.
