Move Institution theme tooltips back into body of record

Description

1) Go to an institution and click edit theme
2) Click on the Browse button to upload a banner or logo

Resulting error
Tooltip only appears after upload/browse button is pressed; tooltip is generally blocked by user's file browser popping up; user does not see specifications clearly before choosing an image to upload.

Expected result
User should see tooltips before acting on the field to be aware of requirements

In the original implementation of this Area, we had the tooltips in the body of the record, below each area. I propose that we move them back into the main screen, rather than keeping them as tooltips that are only visible when the user is actively clicking on the related field.

I would have moved the tooltip for the description back into the body as well, but the critical ones were the upload fields (logo and banner). Marking verified.

But the problem was i the upload inputs, right? The description field is a textarea where tooltips work. For consistency, I think that the tooltips should be the same everywhere.

This is no longer true as of #5591... but, yes, the problem was the upload fields. Hence why I marked the issue verified.
