Rights dialogue in digital object edit screen reveals all fields

Description

1) Add a digital object to a description and save.
2) Click in button block: More > Edit digital object
3) Add rights to one of the image derivatives

Resulting error
Rights dialogue appears with tooltips displayed inline (visually confusing as to which tip relates to which field) and with all possible fields displayed (i.e. those that are normally hidden until a user selects the rights basis - copyright, statute, etc).

Expected result
Rights dialogue appears similarly to how it does when rights are added to an archival description.

The modal's size has been adjusted, and the tooltips are now displaying properly as well. However, fields that are supposed to be hidden until the user selects a "Basis" (Policy, Copyright, Statute, Donor, etc) are still displayed in the modal when it opens. See attached screenshot - see also the modal that appears when rights are added to an archival description for comparison.
