Description

Example:

1) Navigate to an authority record. Add a relationship to another authority record, submit and save.
2) Edit the authority record. Hover the cursor over the pencil icon in the relationships area for the existing relationship.

Resulting error
mouse arrow does not change to finger/pointer icon on hover

Expected result
Mouse changes to indicate to user that icon is clickable
