Description
This follows up on the CCAD review (CCAD-28). My notes indicate clarification was needed; I'm not sure if that was provided, but I can't find a ticket.
At the fonds level, restrictions on access should be considered a mandatory field, i.e. on submit, if it is not populated, should display:
Restrictions on access - This is a mandatory element.
The same thing applies for the series level if this is the highest level of description (series has no parent) - I'm not sure if that kind of validation is currently possible.
