Draft descriptions visible in authority record when a name is added as a subject

Description

1) Create a new archival description. Add a name access point to the description
2) Save the archival description with a draft publication status.
3) Log out of the application
4) Navigate to the related authority record (the name added as a subject)

Resulting error
The draft description appears in the context menu of the related authority record. Note that if clicked, an unauthenticated user cannot access the record, but it is nonetheless visible

Expected result
Currently if a name is added as a creator, an unauthenticated user cannot see the record when viewing the related authority record. This same behaviour should apply to names added as a subject - if the related archival description is in draft and the user is unauthenticated, they should not be able to see the related record in the authority record's context menu (or in the body of the record).
