Bug #5800: no error is displayed if Transfer Source directories are empty or not readable

current the client script checkTransferDirectoryForObjects.py returns exit code 179 when it finds files in the completedTransfers watched directory, and 0 otherwise.

It should not return 0 if no files are found, that is an error condition. There should always be files in the completedTransfers directory before this microservice is run. The exit code of 0 causes the dashboard to display 'completed successfully' but there is no next chain link for exit code 0, so nothing else happens.
