deleting an aip does not delete the parent directories

Description

When an AIP is deleted, the quad directories are not removed, only the contents of the last directory in the chain. The chain should be deleted also (after confirming there are no other aip's in each one as it is deleted).

running the following bash command on the aip storage location after deleting an aip will resolve this issue:

find . -type d | xargs rmdir -p &>/dev/null

The storage service should execute this, but it can be done from the command line by an admin as a work around.
