AtoM won't export all series notes if EAD exported from fonds level

Description
Steps to reproduce:
1. Have a fonds with a series under it.
2. Add various RAD notes to the series
3. Go to the fonds page again and export the EAD
Expected result:
- All notes from the series should be there but they aren't.
This is holding up the final SFU PDF tweak.

- Export the fonds EAD and search for "general note test". It won't appear in the EAD (but it will if you export from the series level for some reason)
