Add tooltip/help text to indicate correct format for lat/long data in ISDIAH contact area

Description

When creating a new repository (I haven't tested with an existing repository), if the lat/long data is entered incorrectly, e.g. 50° 39' 12.0378" instead of 50.653344, the contact area will appear to be saved, but when the repository record itself is saved, the contact record is not saved (any other data added is lost). I'm guessing the database is choking on the degree symbol or something.

Rather than trying to validate or convert the data, I would suggest adding some sort of help text to indicate what format is expected.

This came up in 1.3.1; reproduced in 2.x.

Great... I did some quick searching to figure out the correct terminology, and would suggest something like:
Enter the digital latitude of the institution's physical location (rather than degrees, minutes and seconds), e.g. 49.459044
Enter the digital longitude of the institution's physical location (rather than degrees, minutes and seconds), e.g. -104.296984

Those are the coordinates for Radville, Saskatchewan :)
