Improve labelling of RAD GMD taxonomy

Description

For some reason "Material type" was eluding me as the taxonomy to use for GMD - probably because I'd imported several non-RAD values so the correct values had been bumped to the next page. I'd suggest more specific wording, e.g.:
Name: RAD Material Type
Note: Fixed values for the General Media Designation (GMD) as prescribed by the Rules for Archival Description

I agree this would be a nice improvement. I always thought we could use more notes explaining the purpose of a taxonomy. I will tentatively add this to 2.2 so we don't lose sight of it - hoping it's an easy fix we could sneak in there - though it might require a schema migration in the upgrade, and I'm not sure how much time that adds to the work involved.
