Remove 'Enable job scheduler' setting (and form)

After the changes made in AtoM 2.2 the job scheduler is now required and this setting is not needed anymore.
- Remove setting and form from setting forms
- Remove setting from fixtures and database
- Remove setting check in qtSwordPlugin

Remove this section from the settings page (https://accesstomemory.org/docs/2.1/user-manual/administer/settings/#job-scheduling) note that settings page documentation requires overhaul of screenshots anyway, thanks to changes in 2.2.
Elsewhere in the Admin manual, a new section on configuring managing the job scheduler will be required - this may already be done. Similarly, elsewhere a separate page on the job scheduler's new jobs page will need to be added. To close this ticket, it's probably enough to verify the first, as the others should be dealt with elsewhere.
