Change publication status label from "draft" to "private"

In relation to upcoming permissions changes, changing the publication status label from "draft" to "private" will be a more accurate description of the functunality. "Private" descriptions will not be viewable by any non-authenticated user.

Users who require a flag to indicate that a description is "draft" i.e., a work in progress, are encouraged to make use of the Control Area and indicate that a description's status is draft, finalized or revised.

Waiting on this for now so we can review for next release. Yes, it's just a label change, but it might require a change of the taxonomy name too, etc...

Moving this ticket to the AtoM wishlist for now - it would be an easy change to implement, but would require a review and update of all documentation and labels in AtoM.
