Description

To reproduce:

- Create new user without allowed languages for translation
- Go to actor permissions tab and click edit
- Check that only the "All authority record" table is present
- Edit the new user and allowed languages for translation
- Go brack to the actor permissions tab and click edit

Result:

- Now two tables appear, the second one called "All"
- Editing a permission in that table will cause an application error

Expected result:

- The "All" table should never appear
