Description
To reproduce:
1. Restrict a record's premis rights so unauthenticated users cannot view reference images
2. Logout
3. Visit the record
Result: a generic icon is displayed in place of the reference image
Expected result: the warning message set in admin settings should be displayed, not a generic icon
