Improve the view page display of RAD other note types

Currently in AtoM, certain note types are designated as "Other notes," and are available in a repeatable drop-down menu, managed by a taxonomy. Currently, they display with a single h3 label "Other notes", and then a bullet point with an inline sub-label for each note type.

This feature would change the display of RAD note types in the taxonomy to better conform to how AtoM displays other entries in the Notes section of the RAD template. Instead of a single label "Other notes" with sub-labels for each other note, each note is given a proper h3 label.
