Move "multi-page files as multiple descriptions" setting to new Digital object derivatives section of Settings page

Description
As part of the work done in #8412, we've created a new section in the Settings page, called "Digital object derivatives". Currently the only setting in there is the new setting for determining which page of a PDF is used when generating the derivative.
It might make sense to move the Setting to "Upload multi-page files as multiple descriptions" as this also relates to how PDF files (primarily) are handled during upload, when derivatives are generated.
