Since EPS files are typically single-page vector files they convert well to SVG 1.1 using Inkscape. For the preservation format SVG 1.1 is therefore the best option. For the access format, use Ghostscript to convert to PDF/A using the command ps2pdf -dEPSCrop -dPDFA sample.eps. See http://www.archivematica.org/wiki/index.php?title=Encapsulated_PostScript.
