Descriptive metadata added during transfer is not included in AIP

If you create descriptive metadata using the GUI during transfer, then send your transfer to backlog, the resulting SIP will not have the descriptive metadata. The data is being written to the database but not being added to the AIP METS.
The proposed solution is to use the transfer METS to store descriptive metadata rather than writing to the database.

This is indeed occurring as described in the ticket. Metadata added during transfer disappears if the transfer is sent through the backlog, both in the UI and in the AIP METS. A transfer sent straight to ingest keeps its metadata, both in the UI and in the AIP METS.

In my tests, metadata added during transfer is lost when the transfer is sent straight to ingest. Filed github issue https://github.com/artefactual/archivematica/issues/842
