Show copyright warning on digital object download attempts

This feature is being added to enhance the functionality of the PREMIS Rights module for digital object management.
When users have a Rights statement associated with a digital object, where the basis = copyright and the restriction = conditional (regardless of the Rights Act), a copyright pop-up will appear for end users seeking to access the associated digital object.
To make this feature more usable, 2 settings are also being included:
- An admin setting to toggle this functionality (e.g. turn the pop-up on or off)
- A field where users can customize the text appearing in the copyright pop-up
- Ideally, there would be a separate field for pop-up header, and pop-up body text.
We will add these settings as a new area of the Permissions section, in the Settings page.

This feature has been implemented with a text area similar to the static pages. Users can use basic HTML tags to style the content in any way they wish. Currently the behavior is the same for both authenticated and unauthenticated users, regardless of user group. This keeps the cost of permissions checking lower, and also allows institutions who give out researcher user accounts to access specific material the ability to continue to do so without worrying about the copyright pop-up being circumvented.
