Language facet not working

Description
After selecting a language in the facet, the page is reloaded but the results are not filtered and the facet doesn't change (the request parameter appears in the URL). This must be a regression caused by 2.3.x development as it's working in 2.2

Other facets are working but nor marking the selected item as active. For example the 'Part of' facet in the IO browse page.
