Convert lossy compression in JPEG 2000 images to lossless compression

Currently all JPEG 2000 images are left in their native format. However, only losslessly compressed JPEG 2000 is considered a good preservation format. We need to ensure that lossily compressed ones are uncompressed and recompressed using lossless JPEG 2000 compression. This will prevent "generation loss" - repeated compression and decompression resulting in progressive data loss.

Can use ImageMagick to convert to lossless JPEG2000 compression. See http://www.archivematica.org/wiki/index.php?title=JPEG2000_lossy_to_JPEG2000_lossless_using_ImageMagick. I will add format policy to next version of Archivematica.
