Normalization report inaccurate when normalizing service files during AIP re-ingest

Description
If an AIP is stored with a service directory, on re-ingest it is possible to normalize the service files for access, using the 1.5 re-ingest capabilities. The normalization report however will indicate that normalization for access has not been attempted. See attached screenshots of 1., normalization report, and 2., normalization review.
Note that in testing this workflow, our sample transfer Digitization Output will not work because it also has an access directory, which is what will become the DIP in that use-case. To test, create a transfer structured like:
