Description

Regression brought on by #9950

To reproduce:
- Attempt to install AtoM from scratch

Result: an exception with "No slug_basis_informationobject setting in the database." occurs
Expected result: install to work correctly

Interestingly, I do have a default value for that setting in the fixtures, so apparently AtoM is trying to generate a bunch of slugs before it loads the fixtures, which is causing the issue (I suspect, anyway)

I verified it works by installing AtoM from scratch again. We can QA the general feature as well in the related ticket, and find out if any other issues come up
